The Council on Alcoholism is designated by New York State as a community- based alcohol/drug abuse prevention, education and information and referral agency with the sole responsibility of combating alcohol and drug abuse. The Council provides community-based education and training services, an Environmental Prevention Initiative, a Gambling Prevention Program, and ADPEP - an Alcohol/Drug Awareness Program for at-risk youth arrested for underage drinking. The Council provides classroom presentations, teacher trainings, parent trainings, and youth counseling services. The agency has worked with all the community action groups, local governments and schools, and staff provide consultation, free literature on different issues of drug abuse, and information and referral services.

Delphi's school-based Prevention Counseling Program is offered by many area school districts. The school-based counseling program addresses a number of protective factors by teaching skills, information dissemination, education, positive alternatives and early intervention.
